As a there would have been no way that the Puffs and the Ruffs are biologically related in any shape or form as they are made from different combinations from Chemical X but by two separate entities (Utonium and Mojo Jojo). As a Powerpuff Girls fan, This is easy to understand why. So in conclusion, This is agreeable, They are not Canon siblings as they are made of different thing like for the Girls.
